Can a public meeting be run before it happens, from the record of the last ones?
The systemQUORUM
Agents built from a county body's public record: testimony, motions, votes. Inject a scenario, run the meeting before it happens, and watch how the room moves.

A scenario can be run a hundred times on a desk before anyone stands up at a podium once.
The public record of a county body is bigger than anyone reads. Agendas. Minutes. Floor testimony. Recorded votes. Every motion, who made it, who seconded, how it went. It sits in PDFs on a county site, and the only people who have read all of it are the people who wrote it.
QUORUM reads it. Then it turns it into agents.
What it actually is
A small town, top down. Agents with memory, relationships, and a place to be. They move between zones, they run into each other, they remember who they talked to. The loop that makes two pixel characters in a life simulator fall for each other is the loop that models a commissioner calculating political risk. That is not a metaphor. It is the same code path.
Two commissioner agents, each trained on a public record: floor testimony, motions, recorded votes. Resident agents stand in for real segments of the community with the concerns that actually come up. Water bills. The jobs that were promised. What the grid can take.
Inject a scenario and watch. What if water usage runs past the projections? What if two hundred people show up to the next meeting instead of fifty? Run it, read the result, adjust, run it again.

What the figure above is
A seeded reproduction of the tick loop, not the instrument itself. The real one runs on a machine in El Paso, on the dataset I already built, and is not hosted yet. The version on this page runs the same zones and the same rule shape with generic agents, so you can see how the loop moves. Switch the scenario and the room fills past its seats, and the two commissioner agents read that differently.
Nothing on this page predicts what a named person will do. That line is deliberate. Modeling how a body behaves from its public acts is fair. Publishing a forecast about an individual is a different thing, and this site does not do it.
Why it exists
The data centers landing in El Paso cost the people who already live here, and somebody has to do that accounting. QUORUM is the other half. The bodies that approve these projects are made of people with records, and those records have shape. Reading the shape is how you show up prepared.
The floor taught me the same thing about switchgear. You do not find out what a breaker does by throwing it. You read the trip curve first.
Where it goes
Hosted, and wired to a frontier model, if the interest is there. The loop is built. The data is built. What is left is a server and a decision.
If your problem has this shape, say so in three sentences and I will tell you plainly whether it fits.

Agents carry memory and relationships derived from the public record. A zone simulation moves them through the building on a tick loop; a scenario is injected and two commissioner agents read the room before the vote.
